  • William "Bill" Mahoney

    Managing Director

    Bill directs the firm’s operations and business development. His specialty consulting areas include compliance system development and continuity services. Bill leads the SMSLLC team in developing compliance solutions that are simple, effective and appropriate to each client's needs. He also leads the company in meeting the ever changing regulatory, safety and compliance challenges faced by the maritime industry. Bill holds a B.A. in English from the University of Massachusetts-Amherst and a B.S. in Marine Transportation from Massachusetts Maritime Academy.

    Certifications: Safety & Quality Systems Auditor, ISO 14001 Implementation, ISPS Code Company Security Officer & Ship Security Officer

  • Frank McGinty

    Project Manager

    Frank has over 30 years of experience in marine operations including over 20 years of seagoing experience as a deck officer on tankers, dry and bulk cargo vessels.

    Frank’s experience includes providing subcontracted port captain services for MARAD product tankers.

    Upon joining SMSLLC in 2003, Frank has been involved on management system development and implementation, hazard assessment and regulatory analysis. He has been the SMSLLC project manager for Military Sealift Command since 2003. Frank holds a B.S. in Marine Transportation from the State University of New York Maritime Academy.

    Certifications: Master (Oceans & Tonnage Unlimited), ISO 9000 Maritime Assessor/Lead Assessor, ISPS Code Company Security Officer and Ship Security Officer.

  • Henri Levesque

    Senior Associate Consultant

    Henri has several years experience as a classification society surveyor with the American Bureau of Shipping. As part of his experience with ABS, Henri has extensive experience with shipboard implementation of domestic and international regulations and completed assignments in New York, Houston, San Francisco, and Honolulu.

    Henri holds a B.S. in Marine Engineering Technology from the Maine Maritime Academy, a Master of Business Administration from the University of Maine, and a Graduate Certificate in Engineering Management also from the University of Maine.

    Certifications: Licensed Marine Engineer (Diesel & Steam), Safety & Quality Systems Auditor, ISPS Code Company Security Officer & Ship Security Officer, Project Management Professional (PMP)

  • Jonathan Eddy

    Associate Consultant

    Jonathan Eddy is an experienced marine operations professional who recently joined SMSLLC after several years of experience working as a Safety Engineer at Bath Iron Works shipyard. With BIW, Jonathan helped to develop and implement safety procedures that meet various regulatory requirements of the USCG and OSHA.

    Prior to working at BIW, Jonathan sailed under his license aboard a variety of vessel types including Naval Supply, ATBs, and Tankers.

    Jonathan holds a B.S in Marine Transportation Operations from the Maine Maritime Academy.

    Second Mate (Oceans & Tonnage Unlimited), Safety Systems Auditor, Associate Safety Professional (ASP), OSHA 30 (Maritime) Trainer.
